전 민주당 한화갑 대표, "개발도상국에 대한 원조에 더 많은 관심 기울여야"


현 제1야당인 민주당의 전 한화갑 대표는 대한민국은 세계 여러나라에 많은 빚을 졌고 이제는 빈곤국들을 조력하는 데 관심을 더 많이 기울여야 할 때가 되었다고 말했다. 그는 또한 6.25 전쟁 때 북한의 남침으로부터 자유민주주의를 수호하기 위하여 UN 군의 일원으로 참전한 21개국은 한국을 돕기 위해 많은 피와 땀을 흘렸다고 말했다.
한 전대표는 2009년 11월 9일 서울 소공동 롯데호텔에서 나라사랑국민운동본부(나사본) 가 주최한 제1회 국제협력 및 문화 페스티벌 축사에서 “세계 11대 경제대국인 우리나라의 위상에 비해서, 빈곤국들에 대한 원조가 OECD국들 중 최하위를 기록하고 있고, 이 원조는 일인당 국민소득 대비 0.09 % 밖에 미치지 못하고 있다”고 말하면서 빈곤국을 돕는데 한국은 더 많은 관심과 사랑이 필요하다고 강조했다.
전라도 지방에서 고 김대중 전대통령 다음으로 지명도가 높은 것으로 알려진 한화갑 전 민주당 대표는 세르비아 “마린코빅” 대사부부를 비롯한 40여명의 주한 외교사절단의 이 행사 오찬 참석에 감사를 표시했고, 한국과 세계 모든 나라의 협력과 친선의 중요성을 역설했다.


나사본은 다양한 종교단체에서 협찬을 받아 과거에 한국이 도움을 받았던 것처럼 빈곤국에 대한 직업교육센터 건설과 IT 장비 등을 제공할 계획이다.한화갑 대표의 축사에 이어 나사본 본부장인 오원호 목사의 연설이 이어졌다. 오 목사는 이 자리에서 “여기에는 어느 누구도 부인할 수 없는 피로 맺어준 혈연의 정이 있습니다. 단 하나밖에 없는 고귀한 생명을 지켜내기 위해 생명 그 자체를 담보로 바쳐진 아름다운 제물 위에 이 나라는 지금 전 세계가 흠모할만한 경제 성장과 아름다운 의회민주주의를 꽃피워내고 있습니다. 그것은 어느 특정 국가나 단체에 의해 이루어진 것이 아닌 자국민에 의해 1950년 6월 25일 전쟁 이후 60여 년간 각고의 어려움과 혼란 속에서도 자유시장경제와 민주주의를 이루어 낸 것은 아무리 생각해도 여기 참석하신 참전국들의 피와 땀의 노고를 피해갈 수가 없습니다. 다시 한 번 그 피와 그 아름다운 우정에 감사를 드립니다.”라고 말하면서 참전국을 비롯한 참석한 각국 주한외교사절단에 감사의 마음을 전했다.


한화갑 대표와 오원호 본부장의 연설이 끝나고 세르비아 "마린코빅" 대사의 축사가 이어졌다. 그는 사전고지 없이 답사부탁을 받았으나, 그의 연설은 뛰어났고, 참석한 모든 이들로부터 감사의 큰 박수를 받았다. 한국 사람들은 주한 각국대사들을 비롯하여 선임 외교관들의 즉흥연설 실력에 대해 자주 놀라곤 한다. 세르비아 대사도 또한 참석자들에게 강한 인상을 심어주었다.


점식 식사 전에는 피아노 연주를 곁들인 황지연, 김희선 교수의 감미로운 플루트 연주가 있었고, 2004년 전국민요제전에서 대상을 수상한 이정내씨와 2006년 같은 대회의 최고의 명창으로 뽑힌 진수자씨의 한국전통민요 공연이 있었다.
이 공연 막바지에 한국의 대표적인 민요인“아리랑”을 장구를 치면서 청중들에게 같이 부를 것을 독려하였다. 청중들은 이에 부응했고, 두 명창은 열렬한 박수 갈채를 받았다. 그리고 간략한 국제의상쇼가 이어졌다. 이 의상쇼에는 각국 외교사절단, 특히 여성들이 입고 온 다양한 세계 각국의 의상들과 다채로운 개량한복이 눈길을 끌었다. 또한 전통의상을 입은 아이들이 나와 청중들의 박수를 받았다. 나사본에서 계획하고 있는 각국 원조 프로그램에 대한 설명은 나사본 가재모 재정위원장이 연단에 나와 뒷면 스크린을 보면서 설명 해 주었다.
또한 해외진출 희망기업 설명회가 이어졌다. 그 중 이산화탄소 배출량을 줄이는 자동차 부품 생산기업 강덕자 대표가 나와 자동차에서 나오는 가스의 위험성에 대해 얘기하였고, 이 부품이 어떻게 이산화탄소가스 배출을 줄이는 지를 설명했다.


이 행사에서 영어동시통역은 이송애씨가 맡아 해주었다. 그녀의 젊은 나이와 경험에 비추어 볼 때 특별히 잘 하였고, 기억력도 뛰어났다. 연설자의 세세한 부분까지 기억해서 통역을 하였고 이러한 능력은 보통의 통역원들에게는 쉽지않은 일이다.
그리고 온세상 김포교회 이희준 목사는 참석한 손님들 앞에 나와 땅에 엎드려서 큰절을 하였다. 그는 인사말에서 “한국에서는 귀한 손님이 오면 큰절을 올린다”고 말하였다. 이 목사는 참석한 주한외교사절단을 귀한 손님으로 여기고 그들에게 큰절을 했다. 그는 또한 이 행사에 통역 봉사를 아주 잘 해준 이송애씨의 아버지이기도 하다.

오늘 이 아름다운 계절에 특별히 6.25 참전국 및 참전국 주한 외교사절단과 해외시장 진출을 희망하는 국내 유수 기업체 CEO를 모신 가운데 <제 1회 국제 협력 및 문화 페스티벌>을 개최하게 되어 대단히 기쁘게 생각합니다. 여기에는 어느 누구도 부인할 수 없는 피로 맺어준 혈연의 정이 있습니다. 단 하나밖에 없는 고귀한 생명을 지켜내기 위해 생명 그 자체를 담보로 바쳐진 아름다운 제물 위에 이 나라는 지금 전 세계가 흠모할만한 경제 성장과 아름다운 의회민주주의를 꽃피워내고 있습니다. 그것은 어느 특정 국가나 단체에 의해 이루어진 것이 아닌 자국민에 의해 1950년 6월 25일 전쟁 이후 60여 년간 각고의 어려움과 혼란 속에서도 자유시장경제와 민주주의를 이루어 낸 것은 아무리 생각해도 여기 참석하신 참전국들의 피와 땀의 노고를 피해갈 수가 없습니다. 다시 한 번 그 피와 그 아름다운 우정에 감사를 드립니다. 오늘 이 잔치를 마련한 것은 피와 아름다운 우정이 맺게 한 아름다운 관계를 지속해 나갈 뿐 아니라 각국의 고유한 삶의 아름다운 정서를 함께 나누며 다음 세대를 위한 보다 격조 있는 문화가 어우러진 한마당을 세계무대에 함께 펼쳐가고자 하는 간절한 바람이 있습니다.

부디 지울 수 없는 고마움과 감격이 여러분과 함께 계속 세계무대에 함께 펼쳐 나갈 수 있기를 간절히 소원합니다.

Former President Hahn Hwa-Gahp of DP says Korea should pay more attention to helping developing countries at NLMH luncheon


Former President Hahn Hwa-Gahp of the major opposition Democratic Party said that the Republic of Korea owed greatly to many nations of the world and that it was about time the country had paid a greater attention to helping the countries around the world. he said that the 21 countries participating in the Korean War to defend the freedom and democracy of the country from the North Korean invasion forces, shed much blood and sweat to help South Korea.


Speaking at an international friendship and culture luncheon hosted by the Nationality Love Movement Headquarters (NLMH formed with various religious organizations of Korea) at the Lotte Hotel in Seoul on Nov. 9, 2009, He said, “For what we have today, the 11th economic power in the world and all, we sadly lag behind other countries of the OECD in terms of providing assistance to the needy nations of the world, and I must confess that we are somewhere around 0.09% of our per-capita GNI which we use in giving the developing countries assistance and support,” said Han emphasizing Korea’s need to open her mind and heart more widely and warmly to help the other countries.Hahn, who is widely known as the second in command of the Southwestern Jeolla Region of Korea (next only to the late former President Kim Dae-jung), expressed his sincere gratitude to Ambassador and Mrs. Slobodan Marinkovic of the Republic of Serbia and 40-plus other senior members of the Seoul Diplomatic for their presence at the luncheon, and stressed the importance of increased cooperation and friendship between Korea and all the countries around the world.



The NLMH receives donations from various religious organizations and uses them in assisting the countries like Korea of the past, setting up vocational training centers and providing IT (information technology) equipment in such countries.
Hahn’s congratulatory speech was followed by Chairman Rev. Oh Won-Ho of the Organizing Committee of the International Cooperation and Culture Festival luncheon.Rev. Oh said: “The friendship and relations between the people of Korea and the peoples of the Korean War veterans’ countries are blood-forged ties. Many young soldiers of these countries sacrificed their lives in Korea for the protection of the lives of the Korean people during the Korean War and on the strength of their sacrifices Korea successfully guarded their freedom and democracy as well as their lives. Man lives only once and therefore the sacrifices of the soldiers of those countries who gave their lives are that much more sacred and invaluable. Thanks to their sacrifices, Korea now enjoys full democracy and economic growth that the entire world envies.” (See full text at the end of this Article.)The speeches of Han and Oh were followed by Ambassador Marinkovic of Serbia who congratulated the NLMH for the successful movement to help the developing countries. He was asked for the return speech literally without any advance notice, but he spoke remarkably well and received a loud grateful applause from both the guests and the host.



The Korean audiences are often surprised by the outstanding ability of the ambassadors and other senior diplomats to speak impromptu in many instances much better than those reading the text prepared in advance. Ambassador Marinkovic deeply impressed the guests. he luncheon, in fact, was preceded by the performance of noted Korean women flutists (Professors Ms. Hwang Ji-Yeon and Kim Hee-Seon) who excellently presented a duet to the accompaniment of piano.There also were traditional Korean folk songs presented by two noted women singers, namely Ms. Lee Jeong-Nae (winner of the Grand Prize in the 2004 National Korean Folk Song Contest) and Ms. Jin Soo-Ja (2006 winner of the Best Singer Award of the National Korean Folk Song Contest).Chairman and Minister Lee Hee-Joon of the Onsesang Gimpo Church, one of the prominent Christian ministers presented at the luncheon, made a traditional Korean deep bow prostrating on the stage toward to the guests saying, "When Koreans have guests of great honor they normally present a deep bow." Rev. Lee considered the members of the Seoul Diplomatic Corps attending the luncheon as the 'guests of great honor' and made the deep bow toward them.Incidentally, Rev. Lee was the father of Ms. Lee who presented beautiful English-to-Korean and Korean-to-English interpretation for all the speakers at the meeting.After presenting two famous Korean folk songs, they presented Arirang, one them of using an hour-glass drum, and motioned to the audience to join the singing. They did and the two singers won an enthusiastic applause.



Then came a mini global fashion show where a wide variety of traditional and modified Korean Hanbok dresses were shown in contrast with the national costumes of the many different countries worn by the members of the Diplomatic Corps, mostly ladies. There also were children wearing their traditional costumes and won the guests’ applause.Details of the assistance program of the NLMH was presented by Chairman Jae-Moh Kah of the Finance Committee who explained the work plans with the aid of the projection of the detailed plans on the screen.There also were opportunities given to the sponsors who included one who produced an automobile device to reduce the CO2. He warned against the harmful effect of the gas coming out of the running motor vehicles on the road using petroleum and how effective his automotive part was in reducing the exhaust gas.



Also contributing to the successful hosting of the luncheon was Ms. Jasmine Song-Ae Lee who gave an English interpretation of all the Korean speakers and Korean translation of English. Considering her young age and experience assumed from her age, she performed remarkably well and exhibited her outstanding memory. She
remembered and interpreted most of the details of the speeches, which was not easy for ordinary interpreters.

It is a great pleasure that I have this opportunity to speak at the 1st International Cooperation and Culture Festival attended by the representatives of the countries who participated in the Korean War, the distinguished members of the Seoul Diplomatic Corps and the chief executive officers of some of the leading Korean businesses who are seeking to expand their presence overseas. My pleasure is double-fold in that we are blessed with the fine weather of the beautiful season.
The friendship and relations between the people of Korea and the peoples of the Korean War veterans’ countries are blood-forged ties. Many young soldiers of these countries sacrificed their lives in Korea for the protection of the lives of the Korean people during the Korean War and on the strength of their sacrifices Korea successfully guarded their freedom and democracy as well as their lives. Man lives only once and therefore the sacrifices of the soldiers of those countries who gave their lives are that much more sacred and invaluable. Thanks to their sacrifices, Korea now enjoys full democracy and economic growth that the entire world envies.The outstanding economic development and growth we have today came as a result of concerted effort made by the entire people of Korea in the past 59 years since the Korean War. All the same, we must express our heartfelt gratitude to the distinguished members of the Diplomatic Corps here for the unreserved support and cooperation their countries have given to Korea as well as sweat and blood shed during the War.
Once again, I present my humble tribute to their sacrifices and friendship toward the Korean people.Today, we have prepared this meeting not only for the purpose of continuously developing the beautiful friendship and cooperation between Korea and the countries represented by the diplomats here but also for contributing to further development of the cultures of all the participating countries. It is also my ardent hope and desire that the beautiful cultures of Korea and these countries will be fully shared by all the participants, which I hope will contribute to creating an even greater 21st century for all of us. I hope that we will all cooperate with one another for a better world and future.I would say that we have only begun.



I hope that we will all open up our heart and make this gathering a festival of heart. I hope that this meeting will be one that is not easily forgotten but is remembered forever. With an open heart, I hope that all the distinguished guests here will have their fill of the precious meeting and pleasant company.I would also like to express my sincere gratitude to all the people who have given their unreserved support and assistance to make this important gathering possible and meaningful. I wish everyone here the over-flowing blessings of God. Thank you.
